There is a lot of discussion about a so-called economic slowdown. Suddenly, everyone is saying growth during the second half of the year could be quite sluggish. My response is: What you see is what you should have expected all along. That is, the economy is doing as well as could be expected, given the headwinds it faces.

The state is awarding $2.8 million in grants to help fund energy-efficient projects in Dauphin and Lancaster counties, Gov. Ed Rendell’s office said.
