PEOPLE: promotions, appointments and hires

West Manchester Township-based First Capital Federal Credit Union named Michele Wherley a human resources and training manager. She will develop educational activities, as well as recruit, interview, hire and improve employee relations. She was a recruitment specialist with the York campus of Harrisburg Area Community College. She has a bachelor's degree in corporate communications from Central Penn College. Tara Houser was named vice president of marketing. She was marketing director, and, before that, a news producer with WHP-TV (Ch. 21) in Harrisburg. She has a BA in speech communication and a BS in telecommunications from Kutztown University. Trena Stonebraker was named controller. She was a senior accountant. She has an associate degree in accounting from York Technical Institute. Andrew Dombach was named a systems administrator. He has an associate degree as a computer systems specialist from York Technical Institute.
