Philbin previously served as senior adviser to Harrisburg Mayor Linda Thompson and the city's director of communications. His position was heavily scrutinized by the City Council and he worked without pay last year.

Philbin will be responsible for developing strategic marketing, public relations and internal communications. He will serve as chief media spokesman and public information officer, according to CAT.
