PEOPLE: promotions, appointments and hires

Manheim Township-based Arro Consulting Inc. named Terry Kauffman a commercial development strategist. He also is a township supervisor with West Lampeter Township. He was a special project manager with the Mount Joy Borough Authority and for 10 years was the authority administrator and borough manager. He has an associate degree in agriculture business from Penn State University.

Hampden Township-based Dawood Engineering Inc. named Todd Suplita director of midstream services. He will be based in the Pittsburgh regional office in Canonsburg, Washington County, and will oversee client management, project management and business development. He has 15 years of midstream oil and gas experience, working with all phases of planning, marketing, construction, budgeting and operations.
